在我国,汽车保险费的设计主要遵循“从车主义”原则,采用以车辆因素为主、投保人(指驾驶人,下同)因素为辅的方法,更多考虑的是车的因素而不是人的因素。在车辆因素相近时,不同群体的投保人基本上使用同一费率。这种僵化死板的费率设计规则造成对风险频率低的投保人的不公平,同时又难以有效约束风险频率高的投保人,难以形成正向激励机制以有效减少车辆事故的发生和保险公司的赔付。
