四川省南充地区公安战线体改试点的蓬安县公安局,从1992年12月初着手对原局机构和干部人事制度进行改革,到1993年4月初,全局机构设置以“两室”(政治工作室、办公室)“五队”(政治保卫大队、刑事警察大队、治安警察大队、法制侦讯大队、交通警察大队);干部人事以“聘任制”和“聘用制”的形式固定以来,运转至今,较好地发挥了公安机关的整体效能,初步显示了体改的优越性。一作为四川省25个县级体改试点之一的蓬安,1992年12月19日,中共蓬安县委召开扩大会议,作出了县级机关机构改革的决定,在全区首家推出了“小机关、大服务”的县级机构新格局。县公安局被宣布撤销局内26个内部机构、免职49名全部中层干部。县委的这一决定,把公安局推到了体改的前沿阵地。
