产业技术创新战略联盟由企业、高校、科研机构或其他组织组成的,联盟目的是从最初的风险分担、降低成本转向组织学习、技术创新;由小范围联盟转向网络化联盟;由以单项联盟转向以多项联盟,联盟伙伴的选择更加注重文化融合。然而联盟并不稳定,并且存在一系列的问题,本文针对联盟在E-HR系统上产业技术创新战略联盟稳定性的激励策略进行议论与研究,简要提出联盟现存的一些问题,并提出相应的解决策略,旨在提高联盟成员积极性和产业技术创新战略联盟的稳定性。
