人才是我国经济社会发展的第一资源。随着知识经济时代的到来,人才流动的壁垒日趋淡化和减少,人才流动也日益频繁。人才流动,从社会角度看,是必然趋势,但从企业角度看,频繁的人才流失也必然给企业带来不可估计的损失。由此产生的弊端成为国有企业棘手的难题。在《国家中长期人才发展规划纲要(2010-2020年)》颁布的新形势下,本文试从所在单位及国有企业人才流失特征及原因分析入手,探讨防范人才流失的对策。
Talent is the number one resource in China’s economic and social development. With the advent of the era of knowledge-based economy, barriers to the flow of talent have been increasingly diluted and diminished, and the flow of talent has become increasingly frequent. Talent flow, from a social perspective, is an inevitable trend, but from the business point of view, frequent brain drain is bound to bring inestimable loss to the enterprise. The resulting drawbacks have become difficult problems for state-owned enterprises. Under the new situation promulgated by the Outline of National Medium and Long-term Talent Development Plan (2010-2020), this paper tries to analyze the characteristics and causes of brain drain from the work units and state-owned enterprises, and discuss the countermeasures to prevent brain drain.
