今年头五个月,我国的对外经贸工作取得很大成绩,但外贸出口工作遇到了一些困难和问题。1、2月份,出口呈负增长,3月份开始回升,但增长速度一直不理想,没有达到实现全年计划所要求的速度。经国务院批准,外经贸部召开了全国外贸工作电话会议。会议中心议题是,通报今年以来对外贸易的形势,分析了外贸工作面临的问题,动员全国外经贸系统干部职工和有关部门积极行动起来,为完成和超额完成今年的外贸进出口计划任务而奋斗。国务院副总理李岚清、经贸部部长吴仪在会议上分别作了重要讲话,本期在“专论”栏摘要刊出。李岚清同志要求大家对当前外贸出口的严峻形势要有足够的认识,指出外贸企业和出口生产企业要加快转换经营机制,奋发工作,保证完成出口创汇任务;各部门各地方要积极支持外贸出口工作,帮助他们排忧解难。吴仪同志在分析了我国当前对外贸易的形势后,号召各级对外经贸主管部门、各类外经贸企业动员起来,千方百计完成出口计划任务。
In the first five months of this year, China’s foreign economic and trade work has achieved great results, but foreign trade and export work has encountered some difficulties and problems. In January and February, exports showed negative growth and began to rise in March. However, the growth rate has been unsatisfactory and has not reached the speed required to achieve the full-year plan. Approved by the State Council, the Ministry of Foreign Trade and Economic Cooperation has convened a national telephone conference on foreign trade. The theme of the conference center is to report on the situation of foreign trade this year, analyze the problems faced by foreign trade, and mobilize the cadres and workers of the foreign trade and economic cooperation system and relevant departments to take active actions to fight for the completion and overfulfillment of this year’s foreign trade import and export planning mission. Vice Premier Li Lanqing and Minister of Trade and Economics Wu Yi made important speeches respectively at the meeting. This issue is summarized in the column “On Monograph”. Comrade Li Lanqing requested everyone to have a sufficient understanding of the current severe situation of foreign trade and exports, pointing out that foreign trade enterprises and export production enterprises must speed up the conversion of operating mechanisms, work hard to ensure the completion of the task of earning foreign exchange through exports, and various departments and localities must actively support foreign trade export work. Help them solve problems. After analysing the current situation of China’s foreign trade, Comrade Wu Yi called for the mobilization of foreign economic and trade authorities at all levels and various foreign trade and economic enterprises to mobilize and complete the tasks of export planning.
