我国现在处在一个由计划经济体制向社会主义市场经济体制转型的非常时期,这个时期的特点之一就是市场体制和计划体制“二元”格局并存,而流动人员“弃档”现象也可以归咎于这种格局。流动人员“弃档”现象主要存在以下两种情况:第一种情况是:人才交流中心所管理的“弃档”,据国家人事部的统计,2003年全国各级人才流动中心为15.4万个国有和非国有单位代管了330万份人事档案,其中有60多万份与主人失去联系,成为“弃档”、“死档”。第二种情况是:国家政府部门、企事业单位所管理的“弃档”。很多停薪留职、离岗人员、出国人员的档案没有转走,造成“人档分离”,成为弃档。
