新加坡的治国经验可以概括为六个重视,即:执政者十分重视保持政治优势;十分重视效率;十分重视廉政建设;十分重视教育;十分重视种族与宗教的和谐;十分重视法治。在这些国策中,法制起着十分重要的作用。新加坡领导人多次强调,要妥善安排人民的衣、食、住、行,还要让他们接受教育,所有这一切都首先需要有一个安定的法制秩序。因此他们从本国的实际出发,建立了一套符合本国国情的法制体系,并且在理论与实践的结合上达到了完整的统一,使新加坡成为独具特色的法制之邦。
Singapore’s experience of running the country can be summed up in six priorities: that the rulers attach great importance to maintaining their political superiority; they attach great importance to efficiency; they attach great importance to the building of a clean and honest government; they attach great importance to education; they attach great importance to the harmony between races and religions; they attach great importance to the rule of law. In these national policies, the legal system plays a very important role. The Singapore leader has repeatedly stressed that properly arranging the people’s clothing, food, shelter and transportation, as well as educating them all, above all, requires above all a stable legal order. Therefore, starting from the actual conditions of their own countries, they have established a system of legal systems that is in line with their own national conditions and have achieved complete unity in the combination of theory and practice, thus making Singapore a unique state with a legal system.
