近年来北京郊区基层党组织的工作成效明显,执政能力得到较大提升,但也还存在一些不容忽视的问题。当前应以先进性教育为契机,在建好、管好班子,充分发挥乡镇、村党组织的领导核心作用,以改革精神创新农村基层党组织的各项工作,全面提高乡镇、村党组织的执政能力,理顺党支部和村委会的关系,提高化解社会矛盾能力和解决复杂矛盾问题的本领等方面下大功夫。
