建立“以钱养事”新机制作为农村综合改革的一项重要内容,是农村生产关系和生产力、上层建筑和经济基础关系的自我调整、自我变革、自我完善。改革的目标是适应社会主义市场经济和建设社会主义新农村的内在要求,从体制创新、机制创新的层面解决“三农”的深层次矛盾,解放和发展农村生产力,促进农村经济社会全面、协调、持续发展,完善农村公共管理体制、公共服务方式和工作格局的重大变革。对此,我们结合南漳县的实际,并站在全国全省的高度,对建立“以钱养事”新机制问题作一研究。
The establishment of the new mechanism of “using money and raising money” as an important component of rural comprehensive reform is self-adjustment, self-transformation and self-improvement in rural productive relations and productive forces, the superstructure and the economic foundation. In this regard, we combine the reality of Nanzhang County, and stood at the height of the whole province and made a study on the issue of establishing a new mechanism for “raising money with money.”
