目的了解成都市县级疾控机构卫生应急人力资源现状,为加强我国基层卫生应急队伍建设提供依据。方法采用调查问卷收集成都市19家县级疾控机构卫生应急人员基本资料并进行分析。结果成都市县级疾控机构共有863名应急人员,男女性别比例均衡,应急人员以30-49岁年龄组为主(65.24%),学历以本科和大专为主,合计占80.30%,职称以初级为主,占66.40%,公共卫生和检验专业占到总人数的60.02%,现场流调人员占应急人员总数52.61%,全市8家(42.11%)机构现场流行病学调查人员比例达到绩效考核标准。本科以上学历人数比例、中级以上职称人数比例、应急人员综合素质指数等指标,主城区优于近郊区县和远郊区县。结论成都市县级疾控机构应急人力总体水平有待提高,远郊区县机构卫生应急人才队伍建设不足,人员学历、职称结构、综合素质指数水平偏低。
Objective To understand the status quo of human resources for health emergency at CDC in Chengdu and to provide basis for strengthening the construction of grassroots health emergency teams in our country. Methods The questionnaire was used to collect and analyze the basic information of health emergency personnel in 19 county-level CDC in Chengdu. Results There were altogether 863 emergency personnel in CDC in Chengdu. The proportion of male and female was equal. The emergency staff mainly consisted of 30-49 age group (65.24%), with bachelor’s degree and junior college diploma, accounting for 80.30% of the total. Primary, accounting for 66.40%, public health and inspection accounted for 60.02% of the total number of people, the scene stream transfer personnel accounted for 52.61% of the total number of emergency personnel, the city’s eight (42.11%) institutions field epidemiological survey staff to achieve the performance appraisal standard. Bachelor degree or above, the proportion of mid-level titles, the comprehensive quality index of emergency personnel and other indicators, the main urban area is superior to suburban and suburban counties. Conclusion The overall level of emergency manpower in CDC in Chengdu needs to be improved. The contingency of health emergency personnel in suburb districts and counties has not been well established. The academic record, professional titles structure and comprehensive quality index are low.
