随着农村教育体制改革的不断深化,我市郊县实行“分级办学,分级管理”新体制的近200个乡镇中,目前出现了一种符合时代要求的新趋势——乡、村分管教育干部在加强基础教育工作时、由过去“要我办”,被动支持教育,逐步转变为“我要办”、有计划、积极主动地管理教育,从而不断提高义务教育质量。这种可喜的发展变化的特点是: 把教育当成乡、村政府工作的一件大事来管。“农村生产任务再重再忙,也要腾出一只手来抓教育,挤出时间到学校指导工作。”这已成为我市许多乡、村干部的指导思想。宝坻县大白乡为加强教育工作的管理,乡党委书记、乡长亲自到县教育部门协商分级管理与发展教育工作的责任。乡党委、乡政府还为自己制定了八项职责,包括乡政府要保证国家有关教育法律、方针、政
