农村卫生服务系统是我国卫生系统的重要组成部分,从总体看,农村卫生资源的实际拥有量并不低,三级医疗卫生保健网基本健全,目前存在的主要问题是规模偏大,效率偏低,总体质量不高,防保工作削弱,医疗费用上涨迅速,农民疾病经济负担加重。其对策是推进区域规划,建立健康保障制度,改变激励机制,刺激效率和质量的提高,加强人员培训,提高人员素质,改变国家公共补贴的投向,加强防保工作。
The rural health service system is an important component of the health system in China. Overall, the actual possession of rural health resources is not low, and the tertiary medical and health care network is basically sound. The main problems currently exist are the large scale and low efficiency. The overall quality is not high, the work of prevention and protection is weakened, the medical expenses rise rapidly, and the economic burden on farmers’ diseases is aggravated. The countermeasures are to promote regional planning, establish a health protection system, change the incentive mechanism, stimulate the improvement of efficiency and quality, strengthen personnel training, improve the quality of personnel, change the direction of national public subsidies, and strengthen prevention and protection work.
