本文探讨了国企进行人力资源开发的必要性,存在人事制度僵化,缺乏竞争机制,分配制度落后、激励机制与约束机制不完善,员工绩效评估体系不够科学、有效等问题,提出了建立有效的激励机制、实现人力资源管理机制创新,建立以企业发展战略为导向的人力资源管理体系等措施,促进国企人力资源管理的发展,从人才上保障国企更好更快发展。
This paper discusses the necessity of human resources development for state-owned enterprises, the rigidity of the personnel system, the lack of competition mechanisms, the backwardness of the distribution system, the imperfect incentive and restraint mechanisms, and the lack of scientific and effective employee performance evaluation systems, and proposes the establishment of effective incentives. Mechanisms, the realization of human resources management mechanism innovation, the establishment of human resources management system oriented to the development strategy of enterprises, and other measures to promote the development of human resources management of state-owned enterprises, from the talents to ensure better and faster development of state-owned enterprises.
