黄土高原地区水土流失严重，生态环境恶劣，自然灾害频繁，群众生活贫穷。该区降水的绝对量少且季节分配不均，70％集中在6～9月，且多以暴雨形式出现，十年九旱，旱魔严重制约着当地农业生产及农村经济的发展。该区水资源匮乏，大面积实现水利化，走灌溉农业道路缺乏条件，单纯走坝系农业之路也不太可能，种种原因决定了黄土高原地区的农业发展必然是充分利用天然降水走旱作农业高产稳产之路，也是该区发展“两高一优”农业的有效途径。多年来，人们在生产实践中探索总结出了许多有效利用天然降水且行之有效的方法，这些方法在黄土高原地区的大力推广，必将使该区的农业生产迈上新台阶。
The soil and water loss in the Loess Plateau is very serious with poor ecological environment, frequent natural disasters and poor people’s living standards. The absolute precipitation in this area is less and the season is unevenly distributed, with 70% concentrated in June-September and mostly in the form of heavy rain. In the past ten years, drought and drought severely restricted the development of local agricultural production and rural economy. Due to the lack of water resources and water conservancy in large areas, the road to irrigated agriculture lacks conditions and it is not possible to simply take the dam-line agriculture. Various reasons determine that the agricultural development in the Loess Plateau must make full use of natural precipitation and dry farming The road to high and stable agricultural production is also an effective way to develop “two high and one excellent” agriculture in the area. Over the years, people have explored and summed up many productive and effective methods of effectively utilizing natural precipitation in their production practices. The vigorous promotion of these methods in the Loess Plateau will surely bring the agricultural production in the area to a new level.
