当前,我国诸多省市以下派干部进驻农村为手段,推动各项解决“三农”问题政策的实施。本文基于对干部驻村的公共管理学分析和解读,认为干部驻村是转型时期“强政府”的表现形式,是一种中国特色的政策工具,具有多重的、积极的公共管理价值。在建设社会主义新农村的战略背景下,向公共服务型政府转型的各级地方政府,科学有效地应用干部驻村制度,充分发挥其政策工具和公共管理价值,对于新农村建设具有积极意义。
At present, the following cadres and their cadres in many provinces and cities in China are stationed in rural areas as means to promote the implementation of all policies to solve the “three rural issues” issue. Based on the analysis and interpretation of the cadres in the village of public management, this paper argues that cadres in the village is a manifestation of the “strong government” in the transitional period and is a kind of policy tool with Chinese characteristics with multiple and positive public management values. Under the strategic background of building a new socialist countryside, local governments at all levels that transition to public service-oriented governments should scientifically and effectively apply the cadre-resident system and give full play to their policy tools and public management values, which are of positive significance to the new rural reconstruction.
