随着国有企业改革的深化和现代企业制度的建立,党建工作的指导思想和理论基础有了重大创新和突破,国有企业党建工作的环境和条件有了很大变化,积累了一些成功经验和做法。但是,必须看到,企业党的建没还存在不少问题和深层次矛盾,主要表现在:党组织发挥政治核心作用不够,参与企业重大问题决策的效果还不明显;党管干部、党管人才原则与市场化配置人才难以紧密结合,党建工作的实际效果
With the deepening of the reform of state-owned enterprises and the establishment of a modern enterprise system, there have been major innovations and breakthroughs in the guiding ideology and theoretical basis of party-building work. The conditions and conditions for the party-building work in state-owned enterprises have undergone great changes, and some successful experiences and practices have been accumulated .
