在市场经济的浪潮前,国有企业档案工作滑坡现象比较严重。机构撤并、场地紧缩、资金短缺、人员骤减、建档失控、管理紊乱,诸多现象在中小型企业尤其突出,大型企业也受到不同程度的影响。 这种情况究竟与市场经济有什么关系,如何通过依法治档来调控“滑坡”,使国有企业档案工作适应社会主义市场经济体制的变化,是当前需要研讨的热点。 一、市场经济是法制化经济 社会主义的经济,工业是主导力量。它直接生产产品,产品通过市场营销,产生经济效益,换回企业资金的积累。积累重新投资,可以创造新的经济效益,使企业加速发展。整个国民经济才有生气。 显然,市场是经济的动力。实行了市场经济,企业成了真正的市场主体,成了自主经营、自负盈亏、自我发展、自我约束的经济实体,积累成了企业的本能,成了企业维持生存发展的一种纯粹经营行为。在积累成为企业自觉行为的同时,投资也成了企业追求经济利益的经营行为。
Before the tide of market economy, the phenomenon of landslide in state-owned enterprises was rather serious. The mergers and acquisitions of agencies, the shrinking of venues, the shortage of funds, the sudden drop of staff, the out-of-control of archives and the disorganization of management have caused many phenomena in particular in small and medium-sized enterprises and large-scale enterprises in varying degrees. Whether this situation has anything to do with the market economy and how to regulate and control the “landslide” by filing the files in accordance with the law and how to adapt the file work of the state-owned enterprises to the changes in the socialist market economy are the hot topics that need to be studied at present. First, the market economy is the economy of legal economy and socialism, and industry is the dominant force. It directly produces products, products through marketing, resulting in economic benefits, in exchange for the accumulation of corporate funds. Accumulation of re-investment, can create new economic benefits, accelerate the development of enterprises. The entire national economy is angry. Obviously, the market is the driving force of the economy. With the implementation of a market economy, enterprises have become the real market players and have become the economic entities that are self-employed, self-financing, self-development and self-restraint. They have become the instincts of enterprises and become purely business activities for enterprises to survive and develop. While accumulating to become the conscious action of the enterprise, investment has also become the business conduct of the enterprise pursuing economic interests.
