国家计委主任曾培炎一行在卢文舸副省长和省计经委孙永森主任、刘亭副主任陪同下,于1999年12月13日至18日到温州、台州等地对非国有投资进行了调研。对我省的非国有投资市场化为导向的调节机制、自主的决策机制、自担风险、自我积累的发展机制给予了肯定,对非国有投资准入政策、融资、土地、管理等方面的问题进行了广泛深入的了解,认为进一步提高非国有投资,对扩大内需、优化产业结构和企业组织结构,发挥地方经济的特色优势具有重大意义。针对近几年出现的民间投资不振、增长速度趋缓的状况,曾培炎一行于1999年12月13日至18日赴浙江温州、台州地区进行了实地调研。
