在分析长江流域１９９８ 年洪水灾害与生态环境破坏的关系的基础上，提出了生态重建规划应以可持续发展为指导思想，坚持经济建设、社会发展与生态环境保护相协调的基本原则；指出了生态保护、恢复、重建的要点与方略；提出了防灾、减灾的对策建议。
On the basis of analyzing the relationship between the flood disaster and ecological environment damage in the Yangtze River Basin in 1998, the paper put forward that the ecological reconstruction planning should take the sustainable development as the guiding ideology and insist on the basic principles of economic construction, social development and ecological environment protection. Ecological protection, restoration and reconstruction of the main points and strategies; proposed disaster prevention and mitigation measures and suggestions.
