研究者对广东省部分农村地区幼儿园园长自主权情况进行调查,结果发现,园长自主权遭遇了几种尴尬的情况:专业资格遭遇行政委派,人事权遭遇校长统管,财政权遭遇学校统筹。研究者根据委托-代理理论,提出通过授权与制衡,保障园长自主权,即合理授权、明确边界,完善机制、权责对应。
Investigating the autonomy of kindergarten heads in some rural areas in Guangdong Province, the researcher found that the autonomy of the headmaster encountered several embarrassing situations: professional qualifications encountered administrative delegation, the personnel right was confronted by the headmaster, and the financial power was confronted with school co-ordination. According to the principal-agent theory, the researcher proposes that authorizations and checks and balances should be given to protect the autonomy of the headmaster, that is, to rationally authorize, clarify the boundary, improve the mechanism and correspond with the power and responsibility.
