一部地方性法规在杭州市人大常委会立法工作中创下了三个第一:第一次为社会公益事业立法、第一次由社会团体组织起草、第一次由常委会组成人员联名提出立法议案。这部地方性法规就是于今年3月5日起实施的《杭州市志愿服务条例》。该条例内容涵盖志愿服务工作机构、志愿服务组织管理、志愿者的权利和义务、志愿服务的对象、对志愿服务的支持等各个方面。与其他省市有关志愿服务的地方性法规相比较.该条例具有鲜明的特色。一是调整范围广泛。杭州市除了志愿者协会这一专门从事志愿服务的社会团体外,一些机关、事业和社会团体,也经常组织志愿服务活动。条例将这些组织活动也纳入了法规调整的范围。和其他只规范青年志愿服务的地方性法规相比较,大大扩大了调整范围。二是管理体制有所创新。条例规定
A local statute established three firsts in the legislative work of the Standing Committee of Hangzhou Municipal People’s Congress: the first is to legislate for public welfare undertakings, and the first is drafted by social organizations.
