西方发达国家的农民政治组织分为综合性的农民政治组织和专业性的农民组织,其农民利益表达渠道有政党选举、院外活动、游说政府和游行示威等。借鉴西方发达国家农民成功的利益表达经验,我国当前要做的是:第一,政府要转变观念,建立多元的开放的民主决策制度,从体制上鼓励农民进行利益表达;第二,政府应当限制特殊利益集团,加强弱势利益集团的利益表达能力,支持农民建立自己综合性政治经济组织——农协和多种经济专业化组织,使农民拥有合法的自组织资源。
The political organizations of peasants in western developed countries are divided into comprehensive peasant political organizations and specialized peasant organizations. Their channels of expression of peasant interests include political party election, extra-public institution activities, lobbying the government and demonstrations. Drawing lessons from the experience of the successful interests of peasants in developed western countries, what we should do now is: First, the government should change its concept and establish a pluralistic and open democratic decision-making system to encourage farmers to express their interests in terms of system. Second, the government should limit Special interest groups, to strengthen the interests of disadvantaged groups to express their ability to support farmers to establish their own comprehensive political and economic organizations - the Agricultural Association and a variety of economic specialization organizations, so that farmers have a legitimate self-organization resources.
