效率和公平的关系问题是人类社会赖以生存和发展的基础。在历史发展的不同阶段,由于社会生产力水平不同,为了更好地发展社会经济和保障社会稳定,就会对效率和公平的侧重点做出相应的调整。十八大会议召开后,党中央确立了科学发展观为党的最新指导思想,指出:效率是公平的物资基础,公平是效率发展的前提,处理好效率和公平的关系尤为重要,既要反对平均主义,又要反对贫富差距不断加大,做到初次分配和再次分配都要注重效率和公平,再次分配更加注重公平,进一步提高人民的积极性,为把我国建设成为富强民主和谐文明的社会主义现代化国家而奋斗。
The issue of the relationship between efficiency and fairness is the foundation upon which human society depends for its survival and development. In different stages of historical development, due to the different levels of social productive forces, in order to better develop the social economy and ensure social stability, the emphasis on efficiency and fairness will be adjusted accordingly. After the 18th CPC National Congress was held, the CPC Central Committee established the latest guiding ideology of scientific outlook on development as the party. It pointed out that efficiency is a fair material foundation. Fairness is the premise of efficiency development. It is particularly important to handle the relationship between efficiency and fairness. Equalitarianism must also oppose the ever-widening gap between rich and poor, so that both initial distribution and redistribution should focus on efficiency and fairness, redistribute more emphasis on fairness and further increase the enthusiasm of the people so as to build China into a society rich in strong, democratic and civilized Striving for a modernized nation.
