《中共中央关于制定国民经济和社会发展第十个五年计划建议》中指出:在新的历史条件下,要深化对劳动和劳动价值理论的认识。建立健全收入分配的激励机制和约束机制。对企业领导人和科技骨干实行年薪制和股权、期权试点。本文对如何建立经营者激励机制和约束机制,提出了六条建议,可供电力企业在改革、改组、改造过程中参考。
The CPC Central Committee's Proposal on Formulating the Tenth Five-Year Plan for National Economic and Social Development states: Under the new historical conditions, we should deepen our understanding of labor and labor value theory. Establish and improve the incentive mechanism and restraint mechanism of income distribution. On the leaders and backbone enterprises to implement the annual salary system and equity options pilot. This article puts forward six suggestions on how to set up incentive and restraint mechanisms for managers, which can be used as a reference for the reform, restructuring and transformation of power enterprises.
