1995年WTO取代GATT后于2001年11月在多哈启动了首轮多边贸易谈判,旨在进一步推动全球贸易自由化。各方原计划在2005年1月1日前结束谈判,但因分歧严重,7年来不得不多次延长谈判时间。7月29日,世贸组织35个主要成员的部长在日内瓦进行了长达9天的谈判,最终在农产品特殊保障机制问题上陷入僵局。在多边贸易体制下,发达国家和发展中国家由来已久的种种利益冲突和重重矛盾中,农业问题不过是各方难以调和的若干问题的一个集中体现。面对国际经济全球化趋势不断加强、国际贫富分化日趋严重的情况,可望而不可即的目标促使人们思考全球经贸新秩序的问题。
After the WTO replaced the GATT in 1995, the first round of multilateral trade negotiations was launched in Doha in November 2001 to further promote global trade liberalization. The parties originally planned to end negotiations before January 1, 2005, but due to serious differences, they had to extend the negotiation time several times over the past seven years. On July 29th, the ministers of 35 major members of the WTO held negotiations in Geneva for 9 days and finally ended in a deadlock on the issue of the special safeguard mechanism for agricultural products. Under the multilateral trading system, in the long-standing conflicts of interest and contradictions between developed and developing countries, the agricultural issue is only a concentrated reflection of several problems that are difficult to reconcile with each other. Faced with the continuous increase in the trend of international economic globalization and the increasingly serious international polarization between the poor and the rich, the goal that is hopelessly achievable has prompted people to think about the new global economic and trade order.
