新版志书和志稿中尚少见有《政治综述》部分。但人们在修撰新志的实践中发现,政治类专志的篇目结构,由于受到框架的限制,综合性内容无法纳入,往往只见局部,不见整体;只见机构沿革和少许职能活动的记述,不见宏观上记述一地政治状况。因而政治部类专志的写法尚不能正确反映地方政治领域诸项事业发展的全貌,尚不能确切说明社会发展的脉胳。为了改变政治类志稿中重机构沿革,轻政治活动、职能活动的倾向;为了反映一地政治状况之大貌,反映政治制度、政治变革、政治运动、政事活动等对一地发展的影响,政治类专志增设政治综述确有必要。
