2001年国税系统征管、机构、人事三项改革后,为了增强发展后劲,再创新优势,山东省国税局提出了以提高基本素质、落实基本制度、夯实征管基础为主要内容的“三基”建设的目标,并要求各级国税部门勇于实践,敢于创新,创造性地开展工作,从而在全省国税系统掀起了一场强化基础、改革创新的新高潮。到目前,“三基”建设和改革创新都取得了显著成效,涌现出许多好典型、好经验、好做法。为此,本刊聚焦“基础与创新”专题编辑了一组稿件,交流经验,分析问题,明确方向。
