随着我国社会主义市场经济体系的逐步建立和改革开放事业的不断深化,我国农村基层的社会管理已经找到以加强村党支部建设为核心的村级组织建设和以村民委员会为载体,全面推进村民自治的一套行之有效的办法。相应地,城市基层的社会管理问题也引起党中央、国务院和社会各界的重视,城市社区建设的实践已越来越成为人们关注的热点,北京民进一部分会员近年来就北京市社区建设工作进行了一些调查研究,下面谈几点我们的看法: 第一,城市基层政权的管理模式已经不能适应新形势下社会管理的需要。新中国成立后较长时期内,在高度集中的计划经济体制下,我们在城市里已建立起由市区政府和街道、居委会组成的城市行政管理系统,人们称为“两级政府,三级管理”。但是随着我国改革开放和经济体制改革的不断深入,人们的生活方式和城市的社会结构发生了急剧的变化。传统的城市基层行政管理系统,与新形势下社会管理要求不相适应的矛盾日益显现。

Some members of Beijing Minjin Group have made great progresses in community building in Beijing in recent years Some investigations and studies, the following talk about our views: First, the urban grassroots political power management has been unable to adapt to the needs of social management under the new situation. For a long time after the founding of New China, under the highly centralized planned economy system, we have established an urban administrative system consisting of urban government, streets and neighborhood committees in cities. People call them “two levels of government and three levels management”. However, with the deepening of China’s reform and opening up and the reform of the economic system, the lifestyles of the people and the social structure of the city have undergone dramatic changes. The traditional urban grass-roots administrative management system, with the social management requirements under the new situation do not meet the increasingly obvious contradictions.
