特殊教育也担负着培养合格公民的使命,这是特殊个体未来生存的需要,也是和谐社会建设的时代召唤。根据特殊人群的特点,公民精神培养重在独立人格成长和公共理性建构。遵照以人为本、科学发展的理念,特殊个体应以独特发展促进独立人格成长,并在平等交往的民主生活情境中培养公共理性。教育者应致力于发现特殊发展潜能,为特殊个体实现自身的生命价值开辟通道,培植公民人格长养的生境,并使特殊教育与一般教育有机融合,将公民社会的基础建构落到实处。
Special education also shoulders the mission of training qualified citizens, which is the need of the survival of special individuals in the future and is also the call of the times for building a harmonious society. According to the characteristics of special people, the development of civic spirit focuses on the growth of independent personality and the construction of public reason. Following the concept of people-oriented and scientific development, special individuals should promote the growth of independent personality with unique development and cultivate public reason in the context of democratic life with equal exchanges. Educators should devote themselves to discovering the special potential for development, opening up channels for special individuals to realize their own life value, cultivating the habitat of long-term citizens’ personality and organically integrating special education with general education, so as to bring the basic construction of civil society into practice.
