具有特种机械操作能力和内业资料编制能力的人员在推行公路养护机械化和内业资料管理标准化中扮演着非常重要的角色。所谓特种机械操作人员是指持有扫路车、沥青洒布机、沥青摊铺机、振动压路机等特种机械操作资格的人员;内业资料编制人员(记录员)是指能够熟练使用计算机,收集整理公路养护信息的人员。但是,由于泉州公路养护机械的不断增加、标准化管理的不断规范以及老技能工的退休和新技能工补充不及时等原因,各公路站的机械操作人员和内业资料编制人员短缺现象已越来越明显。笔者从泉州公路养护中技能工短缺的原因进行分析,并提出相应的对策。
