随着近几年大幅度地调整农业结构和城镇建设的快速发展,农村经济日益繁荣,应税农业蓬勃发展,涉税收支项目不断增加,农村村委会在承担村务管理和公益事业建设的同时,愈来愈多地发生着涉税生产经营行为.随之而来的是农村财务收支情况变得相对复杂起来,收付凭证管理失范,使用混乱,"白条"泛滥,乘虚而入,已成为当前农村财务原始凭证管理中较为普遍的问题.
