近几年,财政部门或地方政府相继出台了有关收费票据管理方面的规章和制度,强化了对收费行为的约束和管理,但实际工作中,收费票据管理混乱的状况依然存在。主要表现是票据印制部门多、供应部门多,票据管理和资金管理部门脱节,合法票据的混用、错用,非法票据泛滥以及无票收费行为滋生,导致收费行为失控,财政收入流失。因此要根治乱收费行为,首先要加强收费票据的管理。
In recent years, the finance department or local government successively promulgated rules and regulations on the management of toll tickets and strengthened the restriction and management of toll collection. However, in actual work, the management of the management of bills is still in a mess. The main manifestations are that there are many bills printed departments, many supply departments, disjointed notes management and fund management departments, mixed use of legal bills, misuse, proliferation of illegal bills and unpaid charges, resulting in uncontrolled charges and loss of fiscal revenue. Therefore, to cure unlawful charges, we must first strengthen the management of bills.
