解决户籍制度相对限制迁徙自由与附着层级社会福利之诟病,是建立民生社会保障体系,满足人们日益增长的物质和文化需求,推进社会公平与正义的关键环节。完善财政转移支付制度、构建均等供给公共产品机制并转变经济增长模式,将逐步缩小区域与城乡差距,真正实现迁徙自由,解决民生问题,进而促进社会主义和谐社会的发展与完善。
Solving the household registration system’s relative restriction on freedom of movement and attachment to social welfare criticism is a key link in establishing a social security system for people’s livelihood, satisfying people’s growing material and cultural needs and promoting social fairness and justice. We will improve the fiscal transfer payment system, establish an equal supply of public product mechanism and change the mode of economic growth, gradually narrow the gap between urban and rural areas, and truly realize the freedom of movement and livelihood issues, so as to promote the development and improvement of a harmonious socialist society.
