反思近几年的政治教育实践,感到“教育质量低、听众缺兴趣”的问题较为普遍。其原因归纳起来有以下几点:1.教育观念滞后,难以形成“人人做工作、人人受教育”的教育局面。许多基层官兵没有树立“人人是教员、事事是教材、处处是课堂、时时受教育”的大教育观,认为教育是干部特别是政治干部的事,与自己关系不大,因而参与的热情不高。2.教育者素质偏低,难以适应时
