《人员外流现象透视》一文,在档案界职工中引起不小的反响。虽未进行公开的讨论,却也成为人们私下交谈的主要话题。人员外流现象在某些档案馆的确很严重,甚至于因此导致某些档案工作环节的瘫痪而无人问津。在与同行们的交谈中,我发现人员仍有外流的趋势。近几年为什么会产生这种现象?我认为最根本的原因是各种改革之风,对档案部门尤其是象档案馆这样的文化事业机关,只是轻风拂面,没有激起档案管理机构实体内部的振荡,尽管当前讲又一次解放思想,加快改革步伐,但在有些档案部门还只是停在讨论务虚上,还没有放开手脚。就象歌词里唱的
