新军是晚清政府“新政”期间仿照西方近代军制编练的新式陆军。周馥认为,改变清朝武装力量积弊的唯一途径就是建立按西方国家的营制、采用洋操训练、使用洋枪洋炮的新军。在任山东巡抚期间,周馥采取了许多措施,将山东军队训练成“大枝劲旅”;踏上两江总督的仕途以后,十分重视军备建设,设立训练新军的管理机构——督练公所,理顺江苏军事管理体制,训练了10000多人的新式军队。但是包括周馥编练新军在内的清末新政的诸多举措,并未达到预期效果。
The New Army is a new army modeled after the modern Western military system during the government of the late Qing Dynasty and the New Deal. Zhou Fu believes that the only way to change the long-standing detriments of the armed forces in the Qing dynasty was to establish a new army run by western countries and using foreign exercises and foreign guns. During his tenure as governor of Shandong, Zhou Fu took many measures to train the Shandong military into a “great force.” After embarking on the career of the Governor of Liangjiang, he attached great importance to the building of armaments and set up a supervisory and training office for the army to train the Forces Nouvelles. Rationalize the military management system of Jiangsu and train more than 10,000 new troops. However, many measures, including Zhou Fu’s practice of the New Army in the late Qing Dynasty, did not achieve the desired results.
