加强中原经济区法治建设,对于加快中原经济区建设来说至关重要。目前中原经济区区域立法本土化且不健全、区域执法利益化且软弱乏力、区域法律监督刚性不足且缺乏合力、区域法治文化淡薄且法治化程度低、区域法治主体虚置化且法律信仰不高、区域法律人才总量偏少且流失严重、区域法制宣传形式化且依法治理不够,这些因素对中原经济区建设构成了现实的法治障碍。鉴于此,有必要放大中原经济区区域立法效应,加强中原经济区法律人才职业化规范的建构,加大中原经济区区域执法力度,提高中原经济区区域法律监督的实效和水平,全面深化中原经济区法制宣传和依法治理活动。
To strengthen the rule of law in the Central Plains Economic Zone is of crucial importance in accelerating the construction of the Central Plains Economic Zone. At present, the legislation of the Central Plains Economic Zone is localized and imperfect. The regional law enforcement has the interests of weakness and weakness. The regional legal supervision is lack of rigidity and lack of cooperation. The culture of the rule of law in the region is weak and the rule of law is low. The total amount of legal talents in the region is less than normal and the loss is serious. The formalization of regional legal system propaganda and the inadequate administration in accordance with the law have constituted a realistic barrier to the rule of law for the construction of the Central Plains Economic Zone. In view of this, it is necessary to enlarge the regional legislative effect of the Central Plains Economic Zone, strengthen the construction of the legal norms of professional personnel in the Central Plains Economic Zone, intensify the regional law enforcement in the Central Plains Economic Zone and enhance the effectiveness and level of regional legal supervision in the Central Plains Economic Zone, deepen the Central Plains economy District legal publicity and governance activities according to law.
