Shanghai-Nanjing Expressway has been opened on September 15 operation. This highway that meets the international standards has been praised as “Golden Passage ”. However, nowadays this “golden passage” has failed to produce gold benefits. The reason is that one road, two prices, restricted the passage of social vehicles.
