城镇供热体制改革是一项涉及千家万户利益的大事。现在供热改革进入攻坚阶段,也面临着困难和挑战,尤其是与节能息息相关的供热计量工作。按照目前的时间表,两年内基本完成热费制度的改革没有问题,但热计量改造工作所需的时间将比较长。2006年6月建设部出台的《关于推进供热计量的实施意见》已明确提出:既有供热系统原则上应在2～4年内通过技术改造达到热计量要求,“十一五”期间大城市要完成热计量改造的35%,中等城市完成25%,小城市完成15%。
