2007年1月7日下午,郝劲松,这位34岁的中国政法大学法学研究生,将一封写给铁道部部长刘志军的公开信从太原发出,再次将“春运火车票该不该涨价”这个关键词推向了新闻媒体。此前,他曾因“厕所官司”、“发票官司”和“春运涨价官司”,八次将国家政府机关或垄断部门告上法庭,却赢少输多。戏剧性的是,上书后第三天,1月10日,铁道部宣布,2007年铁路春运各类旅客列车票价一律不上浮,以后春运也将不再实行票价上浮制度。同时也表示,这项政策“与外界盛传的郝劲松致信铁道部部长无关”。
