“党报的群众性”是中国共产党党报理论中的一个概念,使用较为普遍,其内涵也随着党报建设的持续推进而不断丰富与深化。早期党报关于“群众”的论述主要指涉对群众的宣传鼓动。例如1929年中共宣传工作决议提到:“要注意对于群众直接要求的鼓动,并且要使鼓动与宣传联系起来……所以,党必须特别注意于随时抓住每个实际问题去鼓动群众,将这种鼓动口号联系到宣传口号上来,这样,群众才会有兴趣而接受拥护我们的政治口号。”[1]1930年3月26日《红旗》杂志发表《提高我们党报的作
