有人说2004年是中国地产政策年,又有人纠正说2004年是中国地产政策执行年,不管是政策制订还是执行,总之,2004年,政策就这样和中国地产关系亲密。而在中国地产政策最大策源地的北京,地产与政策的关系就更紧密了。仅仅在2004年1~5月,国务院、国土资源部、建设部,以及北京市房地产行政主管部门就相续出台了一系列的文件和法规,涉及到北京市房地产行业的土地市场建设、压缩房地产信贷等多个环节。本文结合这些现象对相关政策予以解读——
