目的分析影响广东省2005-2008年法定传染病网络直报质量的原因,提出对策和建议。方法对广东省2005-2008年法定传染病网络直报个案数据库进行分析。结果2005-2008年,县级以上医疗机构年度网络报告率的中位数依次为90.46%、91.29%、92.50%和96.16%,乡镇卫生院年度网络报告率的中位数依次为83.78%、87.69%、88.03%和97.67%,两率较低的地区主要集中在湛江、河源等市;年度直报卡片率的中位数依次为96.98%、95.90%、97.09%和97.36%。2006-2008年,年度未及时报告率的中位数依次为21.20%、9.28%和2.90%,年度未及时审核率的中位数依次为3.06%、0.96%和0.36%,两率较高的地区主要集中在河源、湛江、汕尾和潮州等市;年度重卡率的中位数依次为0.14‰、0.11‰和0.08‰。结论2005-2008年广东省法定传染病网络直报质量总体虽逐年提高,但粤西和粤东地区仍存在不少问题。建议加大政府主导作用,提高全省的网络直报能力;加强行政执法力度,提高传染病报告质量;加强业务指导,提高审核质量。
Objective To analyze the reasons that affect the quality of direct reporting of notifiable infectious diseases in Guangdong Province from 2005 to 2008 and put forward countermeasures and suggestions. Methods The database of direct cases of notifiable infectious diseases in Guangdong Province from 2005 to 2008 was analyzed. Results From 2005 to 2008, the annual network reporting rates of medical institutions at or above the county level were 90.46%, 91.29%, 92.50% and 96.16% respectively. The median annual network report rate of township hospitals was 83.78% and 87.69 %, 88.03% and 97.67% respectively. The areas with low two-rate areas are mainly located in Zhanjiang and Heyuan areas. The median annual direct-reporting card rates were 96.98%, 95.90%, 97.09% and 97.36% respectively. In 2006-2008, the median annual failure rates reported in turn were 21.20%, 9.28% and 2.90% respectively. The median unaudited annual audit rate was 3.06%, 0.96% and 0.36% respectively, with a higher two-rate The areas mainly concentrated in cities of Heyuan, Zhanjiang, Shanwei and Chaozhou. The annual rates of heavy trucks were 0.14 ‰, 0.11 ‰ and 0.08 ‰. Conclusion Although the overall quality of direct online reporting of notifiable infectious diseases in Guangdong Province increased from 2005 to 2008, there are still many problems in western Guangdong and eastern Guangdong. Proposed to increase the leading role of the government to improve the province’s direct reporting capabilities; strengthen administrative law enforcement, improve the quality of infectious disease reporting; strengthen business guidance and improve the quality of the audit.
