党的十四大以来,河南省水利工作在邓小平同志建设有中国特色的社会主义理论指导下,解放思想,转变观念,深化改革,加快发展,全省水利工作进入快速发展的新时期,有7项工作取得了突破性进展。 一、不断深化改革投资体制,初步形成了一个多层次、多渠道、多元化的水利投入体系。省委、省政府把水利列入国民经济发展的基础设施,作为各级政府的重要施政方针,动员各方面的力量,千方百计增加水利投入。省财政增加水利基本建设投资4000万元,并规定各级财力的5—10％和新增财力的5％用于水利建设。
