单一制国家协调地方利益冲突的比较研究

地方利益的矛盾与冲突困扰着和谐的地方政府间关系构建,成为单一制国家中政治、经济与社会生活关注的热点。以法国、日本、中国这三个国家为代表,从中央、区域与地方等层面上比较分析在协调地方利益冲突时的具体做法,并得出相关启示。 Conflicts and conflicts in local interests have plagued the construction of harmonious relations among local governments and become the focus of political, economic and social life in a single system country. Taking France, Japan and China as representatives, this paper compares and analyzes the concrete practices of the coordination of local conflicts of interest at the central, regional and local levels and draws some enlightenments.
