治国必先治党,治党务必从严,治党必依据法规。党内法规和国家法律都是中国共产党依法治国、依法执政的重要依据,党内法规制度体系和国家法律规范体系都是中国特色社会主义法治体系的重要组成部分,都是党和人民意志的反映。因此,本文认为建设中国特色社会主义法治体系,必须注重党内法规同国家法律的衔接和协调,推进党内法规与国家法律融通,对于建设中国特色社会主义、实现中华民族伟大复兴,意义十分重大。大力推进党内法规与国家法律的融通,不断提高党内立规和国家立法的科学化水平。
