研发投入的溢出效应是政府政策的重要考量内容。如果溢出效应对企业的影响是积极的,则企业会投资不足;如果溢出效应对企业影响是负面的,则企业会过度投资。因此判断溢出效应对企业的实际影响,对提高企业的经营业绩及相关政策制定非常重要。本文通过构建以供应链为媒介的研发投入溢出变量,考察了研发投入溢出如何影响英国企业劳动生产率。研究结果表明,企业所在行业的研发投入总量和企业所在供应链的研发投入不但显著提高了企业生产率,还能通过企业自身研发投入进一步间接促进生产率提高。此外,行业研发投入溢出和供应链研发投入溢出对企业生产率的影响远大于企业自身研发投入的影响,并且这两方面溢出效应与企业自身研发投入显著正相关。
The spillover effect of R & D investment is an important consideration of government policy. If the spillover effect has a positive effect on the business, the business will underinvest; if the spillover effect has a negative impact on the business, the business will overinvest. Therefore, judging the actual effect of spillover effect on the enterprise is very important to improve the business performance and related policy making. This paper examines how the R & D investment spillovers affect labor productivity in UK firms by constructing a spillover variable for R & D using the media as a medium. The results show that the total amount of R & D investment in the industry and the R & D investment in the supply chain of the enterprises not only significantly improve the productivity of enterprises, but also further promote the productivity indirectly through their own R & D investment. In addition, the spillover of industry R & D investment and the spillover of R & D supply chain affect the productivity of enterprises far more than the R & D investment of enterprises themselves, and the spillover effects of these two aspects have a significant positive correlation with the R & D investment of enterprises themselves.
