政府公共投资对于减贫的作用非常重要,不同类型的公共投资对于扶贫的作用机理不同,对扶贫的影响效果也不同。为了提高公共投资的扶贫效率,应有方向性的投入,以便达到最佳扶贫效果。扶贫路径主要包含基础设施建设、产业发展和社会事业发展三条,各个路径相互交错,互相影响,共促减贫。非农部门的就业和工资是作用过程中最重要的因素,是减贫的突破口。通过优化公共投资减贫目标、建立扶贫绩效考核体系、完善政府引导机制以及优化公共支出结构等措施,可以提高公共投资扶贫效率。
The role of public investment in government in reducing poverty is very important. Different types of public investment have different mechanisms of action on poverty alleviation and different effects on poverty alleviation. In order to increase the poverty alleviation efficiency of public investment, we should make directional investments so as to achieve the best possible poverty alleviation effect. Poverty alleviation path mainly includes infrastructure construction, industrial development and social development three, each staggered with each other, influence each other to promote poverty reduction. Employment and wages in non-agricultural sectors are the most important factor in the process of action and a breakthrough in poverty reduction. Measures such as optimizing public investment poverty reduction targets, establishing poverty alleviation performance appraisal system, improving government guidance mechanism and optimizing public expenditure structure can improve the efficiency of public investment in alleviating poverty.
