一定规模的刑事侦查活动,需要供应相应的人力、物力和财力,以促进侦查活动的开展,进而获取侦查收益,即刑事侦查的成本与收益。而受资源有限性的影响,刑事侦查部门在进行侦查办时经常会受到各种不利因素的影响,比如侦查资源稀缺、资源配置不足、刑侦资源利用不充足等因素,从而导致侦查收益大打折扣。目前对于刑侦活动来讲,成本收益的方法要求不断提高,如何在侦查资源有限的情况下进一步扩大侦查收益,成为了刑事侦查相关部门的首项任务。本文首先对刑事侦查成本收益的概念及其类别划分进行简要阐述,据此深入分析其理论应用。
A certain scale of criminal investigation activities need to provide the corresponding manpower, material and financial resources to promote the investigation activities and thus obtain the detection benefits, that is, the costs and benefits of criminal investigation. However, due to the limited resources, criminal investigation departments often suffer from various unfavorable factors during the investigation, such as the scarcity of resources for investigation, the inadequate allocation of resources and insufficient utilization of criminal investigation resources, resulting in the reduction of the proceeds of investigation. At present, as for the criminal investigation activities, the methods and requirements of cost-benefit are constantly increasing. How to further expand the investigation benefits under the condition of limited investigation resources has become the first task of the relevant departments of criminal investigation. This paper first briefly describes the concept of criminal investigation of cost-benefit and its classifications, and then analyzes its theoretical application.
