西部民族地区经济社会发展具有重要的战略意义和现实意义,在新常态下,必须转变过去片面追求经济增长,以自然资源开发为中心的赶超模式,将发展重心从自然资源开发转移到人力资源开发上,促进民族地区人力资源规模、质量和结构与经济、社会建设深度融合,将人力资源优势转化为人力资本优势,以人力资源优先开发战略引领西部民族地区实现新的跨越式发展。因此,必须高度重视西部民族地区人力资源开发的意义,厘清其现状及制约因素,并在此基础上提出相应的政策建议。
